HVAC and Heat Pump Rebates in Contra Costa: 2026 Status
Where heat pump rebates stand in 2026, honestly
If you've read that a heat pump comes with big rebates and a tax credit, that was true a year or two ago. As of October 2026, most programs that paid single-family homeowners in Contra Costa are closed, fully reserved or waitlisted, and the federal tax credit has ended. Some income-qualified programs and utility offers are still running. Programs change often, so we check what's actually open for your address when we quote, and we'll be honest if nothing applies to you.

Why choose Blue Star
We'd rather tell you a rebate is gone than build a quote around money you won't see. When we price a heat pump, AC or furnace, we check the programs that could apply to you based on your city, your electricity provider (PG&E or MCE) and your household. If something is open, we explain what it requires before work starts, because many programs need a reservation first. Blue Star has been licensed since 2006 (CSLB #880647), rebate or not.
- TECH Clean CA: fully reserved
- HEEHRA: waitlist only
- Federal 25C: ended after 2025
- BayREN Home+: now EASE Home
- MCE programs: check by address

Where we work
Which programs apply depends on where you live. Pittsburg, Oakley, Concord, Walnut Creek, Pleasant Hill, Martinez, Lafayette and Moraga, plus unincorporated Bay Point, Discovery Bay, Byron, Knightsen and Bethel Island, get their electricity generation from MCE, which runs its own programs. Antioch, Brentwood, Clayton and Rio Vista are PG&E bundled customers. The County's Bay Point and Pittsburg heat pump pilot closed in March 2026. Rio Vista sits in Solano County, so county-run programs there differ from Contra Costa's.

Questions we hear
Is there still a federal tax credit for heat pumps?
No, not for new installs. The federal 25C Energy Efficient Home Improvement Credit was ended by the 2025 budget law for equipment placed in service after December 31, 2025. If your system went in during 2025, you claim it on your 2025 return using IRS Form 5695. Anything installed in 2026 gets no federal credit unless Congress changes the law. Check with your tax preparer. Last verified October 2026.
What happened to TECH Clean California and HEEHRA?
TECH Clean California stopped taking new single-family heat pump reservations in November 2025 after its funds were fully reserved. HEEHRA, the income-qualified federal rebate run through the state, was fully reserved for single-family homes in February 2026, and new requests now go to a waitlist. A second round of HEEHRA funding exists but had no launch date as of October 2026. Multifamily offers from both are still listed.
What about BayREN rebates?
BayREN's Home+ rebates for market-rate homes have ended. Its replacement, EASE Home, serves income-qualified households in single-family homes built before 2010 with PG&E service. It covers most of the cost of weatherization work such as insulation and duct sealing, with a capped co-pay, but heat pumps themselves aren't part of the covered share. If you think you qualify, we'll point you to the program before you commit to a project.
I'm an MCE customer. Are there rebates for me?
Possibly. MCE serves Pittsburg, Oakley, Concord, Walnut Creek, Pleasant Hill, Martinez, Lafayette, Moraga and unincorporated Contra Costa. Its Home Energy Savings program offers free upgrades such as insulation, duct sealing and smart thermostats to income-qualified households in listed areas, including Bay Point, Concord and Pittsburg. MCE has offered heat pump incentives through partner programs before, but 2026 availability isn't confirmed, so we check when quoting.
Are any programs still open?
A few, mostly income-qualified. PG&E's Energy Savings Assistance program provides no-cost upgrades to eligible customers, Contra Costa County's Weatherization Program helps income-qualified owners and renters, and BayREN EASE Home covers weatherization. Apartment owners have more options, since multifamily programs from TECH, HEEHRA and BayREN are still listed. These change often, so we confirm current status for your address when we prepare your quote. Last verified October 2026.
